Research On Issues And Countermeasures Of Farmland Circulation In China

China has a agricultural history of 5000 years. Agriculture is the basic of people's life, and all industries can't develop if which is not improved. It is imperative for achieving our overall well-off society and accelerating the socialist modernization to adhere to the status of agriculture. However, the decentralized management of rural land has a serious impact on economic growth of Chinese agriculture impedes the development process of China's agricultural modernization. Therefore, at this stage to promote the development of agriculture the reform of the existing land dispersion must be required. The new land reform must conform to the laws of social development, adhere to the nature of socialism and safeguard the interests as the fundamental principle. In the production, farmers choose this form of land circulation, realizing the scale of land management and production. And it meets the mechanized large-scale production. Land transfer is initiated by the farmers to the bottom-up reforms. Due to small-peasant mentality of farmers and their own low quality in practice a wide range of issues is inevitable. There is also unlawful transfer of individuals and organizations which enclose lands , changing land use and depriving farmers of land use rights and other damage, damaging to the interests of farmers. In order to achieve well-off society and the economy's rapid development, these problems and drawbacks must be solved.This paper describes the introduction of significance, results of research subjects and research methods. The article mainly uses the analysis of investigation, qualitative and empirical analysis. With these analysises, use right transfer problems and deep contradictions are analyzed.Generally, the paper regards transfer problems and countermeasures as a research object .According to the principle of legality, willing and paid, the land transfer procedures should be regulated. A sound rural social security system and market mechanism should be established. After the land transfer, the use efficiency should be improved. Prohibit the non-food uses. Develop the relevant laws and policies to protect the legitimate and interests of farmers. And the transfer of rural surplus labor should be arranged. Make full use of the democratic supervision ,so that the land transfer can be completed orderly and reasonably.
