In the background of Higher education popularization and the charge of Higher education, the problem that students who are poor can't afford their education. In order to solve this problem, the Ministry of Education of P.R.C. established our support system for underprivileged students in which the policy of State Loan Policy for Students is the most important component. But this policy is not implemented well, that leaded to the problems of higher-than-expected defaults and the credit grudging of commercial bank and so on.Commenting on this situation, this paper absorbs Game Theory to make research of the phenomenon occurred in the State Loan Policy for Students, and find out that factors such as the surety bond and default rate have impact on game behavior of the objects. In this way, we can find out the approach of improving the State Loan Policy for Students.In Chapter 3, the paper introduced the Mode of HeNan which was a successful case. The contents included the development stages of the Mode of HeNan and management pattern of the Mode of HeNan and some successful experiences.In Chapter 4, the paper analyzed the features of the roles including the bank's, the college's and the student's. Based on these works, we can exactly know which facts have great impact on the revenue of the player and build the payoff function.Here is the originality of this paper. Some people once used Game Theory to analyze the State Loan Policy for Students. Using matrix analysis, they set the player's game strategy with "yes" and "no". But this was not suitable. In the real world, the bank conducted state student loan definitely. But if the default rate was too high they would reduce the number of the students which needed the loan. This paper used a new method of analysis. We analyzed the operating mechanism of one fact such as default rate.
