The Evaluation, Monitoring And Application Of The Circular Economy

At present, the circular economy is a development model which internationally solves the contradictions of the socio-economic development and ecological environmental protection. Developing circular economy vigorously is the only way to sustainable development of Guizhou Province. To monitor development level, trendence and existing problems of circular economy in Guizhou timely and accurately, construct the evaluation index system and method of circular economy in Guizhou has a important theoretical significance and practical value.The full text divides four parts. First of all, the basic theories, related the progress of research home and abroad of the circular economy are systematically dissertated, which gives the background of theories and methods.Secondly, we introduce the goals of the comprehensive evaluation of the circular economy. On this basis, we describes the steps of the comprehensive evaluation of the circular economy.Thirdly, with the actual situation of Guizhou Province, based on basic principles of designing evaluation index system of the circular economy, taking into account the nature of the data readily available, Guizhou's circular economy evaluation index system is established which is composed of three subsystems such as economic subsystem, environmental subsystem, social subsystem and seventeen basical index. On the basis of using the deviation method of weight factor,the dissertation establishes a comprehensive evaluation model which is based on place value method and liner weight evaluation, and collects longitudinal section data of Guizhou from 1998 to 2007 to empirical evaluation, result discuss and monitor,and compare Guizhou with national average. Empirical evaluation shows that:comprehensive development index of Guizhou's circular economy presents an upward trend with time series,but there is a certain gap between Guizhou and the national average.At length, according to current situation in Guizhou Province, the dissertation illustrates the obstacle factors which constrain the development of circular economy. On the basis of this analysis, four corresponding countermeasures to promote development process accelerationly are put forward.
