Research On The Evaluation Of Provincial Circular Economy In China

With China’s economic grows rapidly and sustainedly, resources and energy is in short ofsupply, ecological environment capacity declines day by day. The traditional high consumptiongrowth industry mode in our country, makes its raw material consumption and pollutants emissionsare very serious. It will leads to environmental pollution and ecological damage problems moreserious. The development of circular economy has important significance to achieve industrytransformation fundamentally, realize the energy conservation and emissions reduction andconstruction of ecological industry. Circular economy development to achieve the effect, must be anoperational, measurable, verifiable. How to achieve this requirement, summary circular economyoperational mode and then explore the law of circular economy development better, evaluatingcircular economy is a scientific and important way. In this paper, the main contents and conclusionsare as follows:First, the author discusses the development of the domestic and international theory researchand practice. In this article, on the basis of regional research the author puts forward connotations,characteristics, principles and theoretical basis of circular economy. Basing on the basic principle ofcircular economy I build regional circular economy assessment indicator system which containsresources reduction and recycling, economic growth, ecological environment quality, sociallivelihood of the people four aspects.Second, I select the data of31provinces and direct-controlled municipalities in China assamples, then I use the principal component analysis to do the empirical analysis from resourcesreduction and recycling, economic growth, ecological environment quality, social livelihood of thepeople four aspects respectively and obtain the score and ranking of each aspect. Finally I obtain thescore and ranking of each province by considering four aspects comprehensive through analytichierarchy process, and divide them into higher, high, center, bad, worse five levels of circulationeconomic development.Third, according to the established index system and the empirical analysis results I raiseproblems that exist in the development of regional circular economy in China. What’s more, I putforward policies and suggestions on circular economy of each region from laws and regulations,industrial transformation, environmental protection investment, technical support, publicity andeducation etc, providing certain theoretical references for the development of circular economy inour country.
