But the infrastructure PPP project particularity makes the risk which it faces to be more than the general engineering project by far, moreover intriguing, therefore how to appraise its risk and adopt the control strategy effectively is a core question to implement infrastructure PPP project smoothly, research to it has the important theory significance and the practical value.Firstly,this paper introduced city infrastructure PPP pattern basical concept,the PPP pattern characteristic, the predominant type, the operation flow, so these provide the essential thinking and method for following research.Afterwards, the author explained the risk characteristic and risk management content of infrastructure PPP project, and analysed the reasons which the risk of PPP project produces; At the same time, the paper reorganized and carried on a more exhaustive classification to the infrastructure PPP project on all related risk factor in the base of consulting the massive domestic and foreign correlated datas. These are essential foundation for risk evaluation.Again, based on the above risk analysis and classification, this paper has constructed the more complete PPP project risk assessment target system according to the risk assessment correlation theories; and then ,built a new risk assessment model - - based on entropy power fuzzy comprehensive evaluation model on using the related knowledge of the entropy power and the fuzzy comprehensive evaluation method; simultaneously uses this model to carry on the concrete case analysis on the Yunnan highway. This provided the more perfect method for the risk assessment and the basis for the risk control.Finally, in view of the infrastructure PPP project overall benefit, the actual situation of each participation and the characteristic of risk faced, the paper proposed feasible control measures to the infrastructure PPP project risk, expect certain model function for our country infrastructure PPP project risk decision and management. Not only this paper supplemented to our country existing infrastructure PPP project risk management research theory, but based on entropy power fuzzy comprehensive evaluation method provided the correct risk treatment method to the PPP project manager, several kind of risk control measure proposed provided advisory opinion for our country infrastructure PPP project effectively cope with and control risk.
