Based On The Public Infrastructure Ppp Project Financing Risk Management Research

Public Private Partnerships’mode plays as a mode of ongoing financing in the New Times. It is to reduce pressure on public finances, improve operational efficiency and service quality projects. But also it is a strategic choice for steady income of private investors and related financial institutions. The characteristics of urban infrastructure construction in the capital high input, high consumption of resources and low efficiency output by government, which provide a good macro environment for the development of PPP model. With the rapid development of urbanization in China, PPP implement increasingly, and faster speed of the PPP project in China’s research. PPP model holds a theoretical and practical significance.In addition to the risks of general construction projects, the risk is far greater than general project risks for its own extension in space and time, the internal factors and the complex interaction of the external environment. So how to effectively carry out its risk analysis is an urgent practical problem to solve.The article aims to analyze the PPP project risk classification and risk factors of the form, build the PPP risk control function model on the basis of that, simultaneously construct framework of risk-sharing according to the principle of risk-sharing and reasonable sharing of risk elements. This article is based on the PPP model’s basic content and theoretical foundation and combining the characteristics and classification of project risks, which identify the possible five risk factors PPP may frustrating in financing process:political risk, legal and contract risk, construction risk, financial risk, market and operational risk. On the basis of risk identification, analysis and comparison of risk assessment methods commonly used in China, selected fuzzy comprehensive evaluation, people conclude these risk factors’impact on the whole PPP project. On this basis we can build PPP risk control function model, with examples to verify the model’s rationality. Finally, it puts forward the reasonable countermeasures on question of sharing project risks.
