Urban Infrastructure PPP Financing Model Of Risk Control Research

The Public-Private-Partnership Model(PPP Model)is a financing pattern which combines the policy advantage of government with the abundant funds of private sector effectively and achieves a win-win situation.It relieves the situation of insufficient financing channels as well as capital shortage,reveals great superiority in the field of infrastructure investment and have made widespread application.As the PPP project has the characteristic of long investment period,great investment quota and large participants,it suffers a wide range of risk,consequently.Moreover,the controlling of the financing risk of the PPP model draws most investor's attention and becomes the key element of the project.As a result,the controlling of the financing risks become the core problem of the PPP financing Model,and it is of great theoretical and practical significance for the urban PPP infrastructure project to identify and evaluate the financing risk and to maintain the risk controlling level.This article mainly talks about the project financing risk factor of the PPP model of urban infrastructure.Firstly,it analyses the development status and existing problems of the PPP model of urban infrastructure in our country,from urban infrastructure,the concepts and related theories of PPP model point of view.Then it not only does research on the project classification of PPP model in our country,identification of financing risk and evaluation and control process,but also constructing the evaluation system of financing risk and financing risk evaluation model,through putting the combination of theoretical and empirical research methods to use.Finally,it not only does research on the industrial park project of Gu'an County through taking advantage of risk evaluation model,but puts forward the countermeasure and suggestion of the financing risk control as well.The first chapter it set forth not only the back ground,significance and research status at home and of financing risk control,but also introduces the advantages and disadvantages of this paper studies.The second is the theoretical basis of the concept definition and research.It not only introduces the concept of practical value in the field of urban infrastructure in our country.This paper makes supplementary to the urban infrastructure PPP model financing control and evaluation theory and provide advice to make reasonable and effective financing risk control to the urban infrastructure PPP project.
