Nature reserve is the permanent bases and natural resources body where the man can protect the natural environment and natural resources especially for the rescue and preservation of some endangered species, monitoring the impact of human activities on the natural world, to expand and rational use of natural resources. Nature reserve also play an important role in conservation of biological diversity and the promotion of scientific research, production, culture, education, tourism and business development,Heilongjiang Shengshan National Nature Reserve is located in southwest of Aihui District in Heihe City. The center of national nature reserve is 110km away from the Heihe City. Sheng shan national nature reserve is a forest ecosystem type nature reserve. There are Vast mountain, forest types, favorable ecological conditions and species-rich. Distribution of plants and animals have obvious features of transition. Shengshan are relatively rare even in China not only larger but also saved on a full of cold temperate forest ecological system. Shengshan National Nature Reserve provided an ideal place for many rare wild animals and plants to survive and multiply. It also provided a good foundation conditions for ecotourism.This article study Heilongjiang Shengshan National Nature Reserve. First analysis the basic conditions for eco-tourism, including the geographic conditions, natural and geographical surveys, socio-economic profile and status of tourism development, etc. Then study on a scientific classification and evaluation of tourism resources. Finally proposed the development envisage and exploitation countermeasure of eco-tourism based on the ASEB grid analysis.
