Humans struggle constantly in various natural disasters with a long time. Meanwhile, with the progress of modern society, humans are contributing to a growing number of unexpected events, since the conquest of nature and transformation of natural and caused by an accident such as the various types of public safety, public health events, environmental pollution and ecological destruction incidents. This will definitely result in a large number of casualties and property losses. Effective emergency logistics system is an important way to minimize losses which are caused by unexpected events. The system also can reduce impact of disaster and shorten the duration of the victims. Therefore we are researching on emergency logistics with significance relevance, which is based on establishing and perfecting the emergency logistics system, the research also enhances the level of our emergency management and the ability of emergency response.This paper, first of all, studies the background and meaning of emergency logistics and has a brief review of the emergence and development on emergency logistics at home and abroad On this basis, this paper summarizes the concept and characteristics of emergency logistics, and carries out a detailed classification on the emergency logistics from multiple perspectives. In the second, it analysis the current status of China's emergency logistics system and its safeguard mechanisms and builds a four layers structure model of emergency logistics, which are a decision-making layer, an information layer, a running layer, and an environment layer. Again, in order to realize the rapid response emergency logistics system requirements, this paper designs a rapid response of emergency logistics information system, including the business process and functional design, and based on which, the system prototype is achieved; In addition, considering the emergency needs caused by disasters of randomness and an emergency delivery time of vague uncertainty, given restrictions on the emergency service network location model improvements, the study of a new hybrid fuzzy and random chance-constrained programming model for selecting the sites. Finally, the paper is summarizes, and prospects the further direction of future research.
