Research Of Emergency Logistics "5-Cross" Integrated Command And Dispatch Information Platform's Business Model

Since the 2008 Wenchuan Earthquake to the floods in southern China in 2016,the great natural disasters and public health incidents that occurred in recent years have caused huge casualties and property losses.Most natural disasters have broken out and it was difficult to make accurate predictions.In order to reduce the losses caused by sudden natural disasters and public health events,it is urgent to research on emergency material transportation under emergency conditions and establish a set of emergency logistics systems suitable for China's national conditions."5-cross" integrated command and dispatch information platform is the emergency material transportation's decision-making body.It is helpful for pulling together with dispatch emergency material transportation departments to fully play cooperative role.This paper analyzed and studied the functions of the "5-cross"integrated command and dispatch information platform under the state of emergency,and designs and proposed the functional architecture of the platform.The development approach of logistics industry is obtained by analyzing logistic industry data of recent years.This paper analyzed the logistics industry through the SWOT method,found out the commercial value of the "5-cross" integrated command and dispatch information platform in relevant industries,raised the feasible operating mode of the platform in normal times,and through Alexander OSTERWALDER's nine elements and Michael Porter's Five Forces model to analyze the business model and competitiveness.According to the proposed platform business model,this paper analyzes the service features of the platform,and designs the platform operation model and building solution.The operation mode of the platform provides a reference scheme for the"5-cross" integrated command and dispatch information platform to run in a flat/urgent mode.Through this operation mode,the long-term health operation of the platform is guaranteed,and the demonstration application of the "5-cross" integrated command and dispatch information platform is promoted.
