Study On The Trend And Realization Measures Of Tourism Welfare Under The View Of Leisure

In addition to the time spending on working and learning, People have the other one-third time for leisure, It seems that our society is marching into a common leisure era. However, the leisure demands of our citizens is difficult to fully released for being restricted by several factors, such as the disposable time and income, social policy, the insufficient supply of leisure, irrational structural levels, etc.In view of the inadequate and unbalanced development of leisure, the paper proposes to improve national leisure gradually through tourism welfare. The idea is based on the analysis of Maslow's Hierarchy of Need theory, Welfare Economics theory, Two-factor theory, and Theory of Harmonious Tourism. By introducing the development status and realization form of the domestic and international tourism welfare's, it describes the trend of tourism welfare, and explores the factors which restrict its development. In order to fully explain the necessarily and feasibility of tourism welfare, this article demonstrates the public's expectations and concerns of tourism welfare, and analyzes its future benefits from the political, economic, social and cultural aspects in the light of the survey from network such as Sohu, 51job.Finally the paper focuses on the measures which would turn the business supply into the public leisure services, would promote the tourism welfare to benefit the whole society, and would gradually eliminate the disparities in leisure opportunities.The characteristics of this study is using leisure as a viewpoint throughout the text:on the one hand, the paper has proved that tourism welfare is already existing in people's leisure life, and would become a welfare that benefits the whole society, then discuss the development trend of tourism welfare.that is the refinement and abundances of the social welfare system; on the other hand, it analyzes the realization approach of tourism welfare, such as the Social Tourism, Incentive Tour, Paid Vacation, etc. In the end, irrational development approach was advised considering the social cooperation of various stakeholders.
