The development of science and technology enterprises is the key to optimizing and upgrading industrial structure. It is also the foundation of the economic sustainable development. The entrepreneurial environment of science and technology enterprises is the sum of conditions and factors ,which affecting the process of a company's formation and development . It is crucial to improve the success rate of technology start-ups and achiev healthy and rapid development. Conduct entrepreneurial environment studies for both the small and medium business technology creation and development, or on the regional innovation system construction and improvement, has important theoretical and practical significance.Based on large research of domestic and foreign literature, the essay systematically expounded basic concepts and theories of the small and medium sized technology enterprises entrepreneurial environment. Depended on the resource-dependency theory and the enterprise-ecological theory, the essay analyzed the resource requirements of small and medium entrepreneurial enterprises. It constructed an elements model of small and medium sized technology enterprises entrepreneurial environment, involving finance factors, technology factors, human factors, market factors, policies and legislations factors and natural factors. At the same time, due to the analysis of GEM model, the essay developed a new evaluation system of entrepreneurial environment. With Delphi method, the essay established entrepreneurial environment evaluation index system, by investigation in Qingdao's small and medium sized technology enterprises. At last with the FAHP analysis method , the essay conducted a systematic evaluation of small and medium sized technology enterprises entrepreneurial environment in Qingdao and gived some constructive suggestions. |
