"Three dimensional rural issues"is the Chinese fundamental and long-term problem. The key to the problem is increasing in peasants' incomes. As a major agricultural province, increasing peasants' incomes is always the key and difficult point for rural development. But since 1985, peasants' income has been increasing slowly. We should take efficient ways. These main factors which include agricultural growth,urbanization,financial expenditures and education influence peasants' incomes.This paper make the composition of peasants' incomes of Anhui Province, the speed of growth and the result of comparing with the other adjacent provinces empirical analysis between 1985 and 2007 . It finds out that the peasants' incomes increase slowly because it mainly depend on the growth of wage income. According to the theoretical analysis and the peasants' incomes of Anhui Province, The paper establish multiple regression equation. Then using data to make the model empirical research, it finds that urbanization education,financial expenditures and agricultural growth are important factors of peasants' incomes in Anhui Province. With the actual situation in Anhui Province, increasing the peasants' incomes should consider these four aspects respectively which include operating income,wage income,property income and transfer income.
