Research On The Effects Of Expenditure On Fiscal Support To Farmers And Herdsmen In Inner Mongolia

The problem of income is both a livelihood issue and an economic issue.The income of peasants and herdsmen is the essence and core of China's “agriculture,rural areas and farmers” issue.The goal of promoting the development of modern agriculture and animal husbandry and building a beautiful countryside is to achieve a sustained and stable increase in the income of farmers and herdsmen,improve living standards,and continuously narrow the gap between urban and rural development.A new mechanism for the integration of urban and rural development has been established,and local governments have shouldered the heavy responsibility of increasing the income of farmers and herdsmen and improving their quality of life.This paper starts from the perspective of the per capita disposable income of farmers and herdsmen,and studies the effect of the expenditure of financial support for agriculture in Inner Mongolia on the income of farmers and herdsmen and the income of each source.In order to better analyze the relationship between the two,it is necessary to have a clear understanding of the current situation of financial support for agriculture in Inner Mongolia and the income of farmers and herdsmen.The article first summarizes and summarizes the policies and results of financial support for agriculture in Inner Mongolia over the past ten years.It analyzes the situation of financial support for agriculture in Inner Mongolia in terms of scale and structure.The absolute scale of financial support for agriculture in Inner Mongolia has been increased year by year.There are problems of instability and large fluctuations.In addition to the decline in the scale of water expenditures in the expenditure structure of fiscal agriculture,other expenditures are on an upward trend.The growth of forestry expenditure and comprehensive agricultural development expenditure is relatively slow,and the poverty alleviation expenditure starts in 2012.Growth is faster.Then,when analyzing the growth of the income of farmers and herdsmen in Inner Mongolia,the article still compares the income per capita with the per capita disposable income of rural residents in China and the per capita disposable income of urban residents in Inner Mongolia from the perspective of income sources and obtains Inner Mongolian farmers and herdsmen.Income is similar to the growth trend of farmers' income throughout the country,and the difference is not significant.However,the income gap with urban residents in Inner Mongolia gradually increases.Accelerating the rejuvenation of rural areas and promoting the coordinated development of urban and rural areas are real needs,and the increase of farmers and herdsmen's income is the key to the work of agriculture,rural areas and farmers.Therefore,the role of financial support for agriculture and rural areas is particularly important.Then,the paper selects data from 2013 to 2016 for 12 affiliated cities in Inner Mongolia to use variable coefficient and individual fixed effect panel data models to analyze the per capita disposable income,wage income,operating income,and transferability of financial support to farmers and herdsmen.The effect of income and property income will divide operating income into a more detailed analysis of net agricultural income and livestock husbandry net income,and obtains a significant positive effect of financial support expenditure on per capita disposable income of farmers and herdsmen.And there are certain differences among the various alliances.At the same time,the conclusion of the study was that Inner Mongolia's fiscal expenditure on agriculture had the greatest positive effect on the transfer income of farmers and herdsmen,followed by wage income,and finally,operating income,while fiscal expenditure on agriculture did not significantly affect property income of farmers and herdsmen.When analyzing the impact of fiscal expenditure structure on farmers' and herdsmen's income,the article analyzes the correlation coefficient of Pearson and finds that various expenditures of finance exert different effects on wage income,operating income and transfer income of farmers and herdsmen.The article combines the empirical results of Inner Mongolian finance on investment in agriculture and animal husbandry to promote the income of various sources of farmers and herdsmen,and interprets and analyzes them.Based on this,it puts forward targeted policy recommendations on financial support for farmers to increase the income of farmers and herdsmen so that farmers With her financial support,herdsmen's income has broadened their growth space,diversified their income channels and improved their living standards.
