The issue of "agriculture,rural areas and farmers" is a top priority for the national economy and the people's livelihood.Fiscal agricultural expenditure is one of the important means to guide the redistribution of resources to the countryside.The three northeastern provinces are China's major grain producing areas and an important food and agricultural production base in the country.Therefore,this paper takes Heilongjiang,Jilin and Liaoning as research objects to investigate the effects of fiscal agricultural expenditures on farmers' incomes in the three northeastern provinces from 1987 to 2016.The research results show that in the long run,the fiscal agricultural expenditures of the three northeastern provinces can have a positive impact on farmers' income.With the implementation of funds in succession,this effect has been increasing year by year.Among them,Jilin Province's fiscal agricultural expenditures have the strongest effect of increasing production andincome,followed by Liaoning Province and Heilongjiang Province.This paper uses literature analysis method,comparative induction method,theoretical analysis and empirical analysis method to study the income increase effect of financial agricultural expenditure in the three northeastern provinces.The main content is divided into five parts:The first part:Introduction.Explain the research background and research significance of this paper;sort out and review related literatures at home and abroad;introduce the research content,methods and technical routes of this paper.The second part:Concept definition and related theory.Firstly,it introduces two important concepts of fiscal agricultural expenditure and peasant income.Then it elaborates on the theory of dual structure and macro-control theory from the perspective of national economic management.The third part is the analysis of the current situation of financial agricultural expenditure and farmers' income in the three northeastern provinces.This paper introduces the current policies and measures for agricultural financial support in the three northeastern provinces;analyzes the scale characteristics of fiscal agricultural expenditures in the three provinces from 1987 to 2016,and analyzes the scale characteristics and structural characteristics of the three farmers' incomes from 1987 to 2016,from the scale and structure.The dimensions illuminate the overall trends and internal differences in the three provinces.The fourth part is the analysis of the effect of fiscal agricultural expenditure on farmers' income in the three northeastern provinces.Firstly,the specific mechanism of the effect of fiscal agricultural expenditure increase is explained from the theoretical level,and the different paths of subsidized expenditure and productive expenditure affecting farmers' income are analyzed.Then the vector autoregressive(VAR)model and the vector error correction(VEC)model are selected for empirical analysis,and the measurement methods such as stationarity test,cointegration test,Granger causality analysis,impulse response function analysis and variance decomposition analysis are comprehensively used.Estimate the income-increasing effects of fiscal agricultural expenditures in Heilongjiang,Jilin and Liaoning,respectively.The fifth part:Conclusions and policy recommendations.Summarizing the results of the full text,it provides targeted policy recommendations for enhancing the income-increasing effects of fiscal agricultural expenditures in the three northeastern provinces.Government departments should not only focus on increasing the scale of fiscal agricultural expenditures,optimizing the structure of fiscal agricultural expenditures,but also strengthening the management of financial agricultural expenditure funds and improving the budget and distribution system for fiscal support.
