The Characteristics And Measures To New Technical Barriers To Trade

Since international financial crisis exploded, economy in all countries sinks into a predicament. For purpose of protecting local employment and preventing impaction to local industry, many countries'governments have restricted the competitive merchandise imported from other countries by strict technique rules in importing. In this crisis, we can see quota and anti-dumping means is no longer the main limiting measures in restraint of the imports of foreign merchandise, and many kinds of technique barriers to trade are more and more putting in use. As the biggest developing country in the world, China has a relatively low level of technical development and economy development. The total quality of products is not enough good as developed countries and other developing countries. The product export market of our country mainly concentrates in developed countries and some of emerging market countries. About 90% export amount of the total are accounted for these countries. They have higher standards in importing products than China, and carry out some more strict technique rules in importing. Because of this, they made most of the technique barrier. At the mean time, another characteristic is more countries, especially developing countries, carrying out trade protecting measures including TBT,SPS, etc. In order to support a native benefits, many developing countries also competitively set various technique standard and laws. Take India for example, it has totally banned the import of toys from China. It has caused a great disputation between China and India. The technique barriers have become the top obstacle that our country's merchandise exporter faces.There are some new characteristics of technical barriers in this global crisis such as more obvious bias, misuse life healthy reason etc. I will analyze these new characteristics in detail in my paper below. Aside from the part above, the measures to deal with these complicated barriers,how to make our country's companies more competitive and the policies to a healthy, ordered macro economy are also the essential of my paper.The analysis of this paper launches from the following three generous side:â… .Fundamental study. The research mainly includes the concept and influence of new technique barriers, and coordination system of them. In chapter 2 I will define the"new-technique-barrier"at first and discuss the differences between new-technique-barrier and the old one. The influence analysis of new technique barriers will be presented in chapter 4. And the coordination system of new technique barriers will be discussed in chapter 3.â…¡.Data analysis. Many statistic economic data will be enumerated to support my conclusion. They are essentially the basic part of this paper. Data analysis in this paper includes economic data analysis, provinces data analysis, and industrial data analysis. The fundamental principle of this paper is that"the conclusion must be drawn from all kinds of data, and data should reasonably support the conclusion".â…¢.Countermeasure analysis. It is the emphasis that I will analyze. Countermeasures here are based on the new situation and new characteristics of technique barriers, which I present in chapter 2 to 4. There are three main parts in dealing with the new technique barriers. They are governments at all levels, enterprises in the country and all kinds of guilds. I will propose countermeasures from these three angles.
