Currently, while the multilateral trading system is being disrupted, the regionaleconomic cooperations are booming. The Trans-Pacific Partnership Agreement (TPP)negogitaton has brought more of the new international economic and trade rules onthe topics of E-commerce, Environment, Labor, and Intellectual Property Rights, etc,into the establishment of21stcentury high-standard FTA, which has accelerated thechanges of the setup and new international economic and trade rules. With the closereconomic ties between China and the world, the changes of new internationaleconomic and trade rules will definitely have great impacts on China’s foreign tradeand investment. U.S. and China, as the largest and second largest economy in theworld, respectively, are now excluding each other from its own initiated FTA.Although there exist big differences on the positions of the new rules of internationaleconomic and trade on topics of E-commerce, Environment, Labor, and IntellectualProperty Rights, etc, between China and U.S., however, from the perspective ofdevelopment, these differences could still be bridged during the course ofdevelopment. Actually, some seemingly high standards today just represent thedirections of future reform of China. From the long-term perspective, negotiating FTAbetween China and U.S. is an irresistible trend, which is in conformity with theeconomic interests of the two countries. It will provide a comprehensive policyframework for the economic activities between U.S. and China, effectively ease theirtension for contending for writing the rules, and stabilize their bilateral relations.Based on this, it is necessary to study the impacts of new rules of internationaleconomic and trade, analyse the position differences and potential difficulities ofChina and U.S. on these new rules, which aims to make preparations for initiating theFTA negotiation between China and U.S..
