The high-efficient raw material yard logistics system is a decisive factor for the modern logistics operation performance and an essential guarantee for the maximized reduction of logistics costs. The strategy planning of the raw material yard includes four items:the service goal for the user (next procedure), decision of the site selection of strategic facilities, strategic stock control decision and operating transport decision. This paper, in the background of the system planning of the large-sized raw material yard of Ansteel Bayuquan Steel Division (hereinafter referred to as the "Bayuquan Raw Material Yard"), the logistics system planning and design, and the operation of raw material yard according to the actual conditions and business demands for the company, in order to ensure the new raw material yard to meet the production requirements and form new profit growth points. The research items include:(1) Research on relative theories to logistics system planning:This paper at first makes the analysis of the sequence planning methods and research results of logistics system, such as the site selection-distribution, stock control for random demands, etc. in order to provide the research basis for the system planning of Bayuquan Raw Material Yard.(2) Research on the strategy of facility site selection:This paper at first makes the analysis and decision of the site selection of the raw material yard and secondly, on the basis of the research on the capacity, position and functions and coordination of facilities, it designs the reasonable configuration of resources, logistics equipment arrangement for the expected objectives of the system in the efficient operation, and also provides a support decision for the information system self-operation or outsourcing in the decision tree analysis method and provides the optimal decision of information system outsourcing contractors.(3) Research on the stock control decision:This paper, on the basis of the research on the stock control problems of Bayuquan Raw Material Yard, puts forward the establishment of mathematic model that can prepare the raw material compensation plan with minimum costs to meet the production needs for the steelworks and the other limitary conditions and the application of MES to realize the stock control decision and makes the analysis of the precautions of MES.(4) Research on the operating transport decision:This paper, on the basis of the site of Bayuquan Steelworks and the relationships between the procedures upstream from and downstream to the raw material yard, consider the major factors to determine the transport types and provides the transport decision by means of the acquisition of external conditions and data of raw and flue materials stocked in the yard and the analysis of transport types.The research of this paper is practical and it enriches the logistics system planning theory and provides the full and scientific basis for the decision makers of the steelworks for the logistics system planning of a large-sized raw material yard.
