Study On Developing Luquan's New Socialist Countryside Based On Rural Urbanization

Over the years, due to the influence of the weak nature of agriculture, distributed location of farmers, the land institution caused by household contract responsibility system as well as a series of political economic arrangement, such like"use agriculture feeding industry","let rural area feeding urban area"and the policy of extracting agricultural surplus, the gap between urban and rural economy is becoming larger and larger. In doing so, many experts and scholars set the conception of rural urbanization and the conception of the construction of new socialist countryside as two absolutely different definitions, and then, these scholars started a wide range of theoretical and empirical researches based on many different points of view. But in fact not the case,not on the countryside with rural areas, agriculture on agriculture, as they essentially are the transformation of rural economic and social adjustment,they are united in the common prosperity of the rural and urban,accelerate the building of new socialist countryside and rural urbanization is only the beginning and the same process with different emphases. Rural urbanization, Rural urbanization, rural-urban linkages can be enhanced, the transfer of rural surplus labor force in order to achieve industry promotes agriculture and cities with rural, for the construction of new socialist rural areas provide strong support. Meanwhile,the promoting of new socialist countryside reconstruction and the growing of rural infrastructure investment and farmers demanding can stimulate cities and towns sustaining economic growth,and as a result it can promote the healthy development of the Rural Urbanization. When the socialism new rural reconstruction realize the combination of"production development, and life circumstances, the township wind civilization, the village of his clean, democratic management",there will be no big difference between the new socialist countryside reconstruction and the rural urbanization essentially. Therefore,the development of rural and urban areas should be operated within the context of the rural urbanization and industrialization,to carry out the guideline of the industry in repaying the agriculture and the city supporting the countryside,and giving the full play in radiation and leading the role of towns and industry to a new socialist countryside reconstruction,and thus to implement the role of new socialist countryside reconstruction to urban development,and finally, we can realizing the promoting function of new socialist countryside construction and rural urbanization steadily.This passage through analysis the development path of"Three Agriculture"issues from New China founded to then, to unscramble a series of policies and measures about"Three Agriculture"issues of the Central Committee of the Communist Party of China,through consider the relationship between the new socialist countryside and construct countryside Urbanization ,to analysis construct countryside Urbanization how to radiation and drive new socialist countryside, and new socialist countryside, how to promote countryside Urbanization.We would have an investigation on an ethnic minority area---Yunnan Luquan Yi and Miao minorities group area, and we will have focus on local investigation and situation analysis, and we will estimate the necessary problems and its reasons within the development. According to the analysis of SWOT of construction in Yi and Miao minority group area of Yunnan province, we can figure out the means to implement in several field such as"production development, life circumstances, the township wind civilization, the village of his clean, and democratic management", which on the basement of urbanization. As a result of that,it can providing us a proper prospection and some constructive suggestions, and it can provide us a great opportunity on the construction of new countryside and implement the process of urbanization which could on a healthy, sustainable, and harmony way.
