Study On Formation And Development Of Village Bank In Hei Longjiang Province

Heilongjiang Province is a major agricultural province and an important base for grain production in China. However, the comparative advantage of abundant agricultural resources in Heilongjiang Province didn't form a comprehensive economic advantages, lacking of support for rural financial is one of the main factors , rural finance, as the weakest link in the financial system of Heilongjiang Province ,becomes an impact on the agricultural income . The formation of village bank is significant to solve issues such as low coverage of outlets,lacking of financial supply and competition doesn't fully of banking financial institutions in rural areas, compared to the previous poor blood transfusion, open the rural finance is undoubtedly more suited to needs of new rural construction.This paper aims to find a suitable path for formation and development of village bank in Heilongjiang Province, and enrich the theory of village bank, proposed practical recommendations, so as to promote rural economic development in Heilongjiang Province. Study on formation and development of village bank in Heilongjiang Province, has important theoretical value and guiding significance for research on how to establish a multi-level and broad coverage modern rural financial system under the conditions of socialist market economy. Consideration on building a socialist new countryside, based on the status of the rural financial system in Heilongjiang Province, through theoretical analysis and empirical research, proposed the recommendations on formation and development of village bank in Heilongjiang Province, as the decision-making reference on the practice village bank. Summarized experience of the pilot village, helped the financial regulatory departments and the implementation of agriculture-related departments established the foundation for the new rural financial institutions in Heilongjiang Province. At the same time, study on the formation of village bank is conducive to promote rural financial development in Heilongjiang Province, thus contributing to the building of new socialist countryside, and conducive to give full role to promote rural economic development, rationally allocate resources, increased the income of peasants, speeded up the process of rural industrialization and urbanization, there are important practical significance for promote sustain,stable and healthy development of economic in Heilongjiang Province.In This paper , based on describe the meaning and function of village bank, use the method of comparative analysis, compared with commercial bank, rural credit cooperative and rural financial credit union, thus have a profound understanding on the meaning of village bank. Through reference experience of the pilot provinces,autonomous regions established village bank and overseas experience in developing rural finance, use SWOT to analyze the strengths, weaknesses, opportunities and threats of village bank in Heilongjiang Province, then propose the recommendations on formation and development of village bank in Heilongjiang Province, and empirical study on the formation of village bank in Heilongjiang Province. This paper uses qualitative and quantitative research methods, there are literature, comparative study, SWOT, empirical research.
