The Study Of Regional Cooperation Pattern In B&R Construction By Guangxi Province

In the context of world economic imbalances and globalization tendency and geopolitical conflicts,China put forward the Silk Road Economic Belt and the 21st-Century Maritime Silk Road,or B&R for short,which has the global nature and the regional characteristics,to provide new ideas for deepening opening to the outside world and promoting economic cooperation between Asia and Europe and even the world.Guangxi is the unique provincial-level administrative region which participate in the One Belt and One Road at the same time,so it undertakes an important construction mission of national strategy.This paper selected Guangxi as the research object,and discussed the characteristics of its open economy,and found Guangxi had obvious geographical and policy advantages.The economy was growing fast but its current open economy was still relatively weak.Some coastal cities and border cities still couldn't exploit their advantages to the full.So Guangxi must grasp the opportunity of the construction of B&R to improve the level of openness.In this paper,on the basis of data comparison,theoretical analysis and case analysis,I found Guangxi had many opportunities and problems in the process of B&R construction.This paper regarded Guangxi'participation in the B&R cooperation as sub-regional cooperation,and analyzed the advantages of sub-regional cooperation by discussing the typical case,and then came up with that Guangxi should solve the problems of typical sub-regional cooperation and create more conditions to bring its superiority into full play in B&R.By analyzing the Double Park pattern's advantages in property cooperation,park management,environmental construction and capital operation,this paper summarized the referential experience of sub-region cooperation about Guangxi.By analyzing the Double Park pattern's problems,this paper came up with that Guangxi should focus on covering the shortages in infrastructure condition,cooperation fields and cooperative partners to optimize the regional cooperation pattern and publicize experiences to B&R construction.At last,from the local government's point of view,the paper put up with some key projects which about infrastructure construction,park construction,trade and investment,transnational tourism,education and technique,financial service and cooperation platform.And then this paper came up with many open policies about path-connectedness,economic and trade cooperation,tax and finance,cultural and educational exchanges,personnel exchanges,as feasible reference suggestions in B&R construction by Guangxi.
