China is now on the critical stage of what development economists call transient state. The rapid pace of urbanization brings forth progress and advancement as well as high risk of safety to the society . The potential crisis will threaten the public safety of cities, break down normal social order, and even have a bad influence on the stable development of society and economy. But faced with it, we lack an overall consideration of management of and solution to public crisis with the equipment of public policy and laws. Whether in order to protect social safety to give people a favorable living situation, or strengthen its legalization and produce a good image, the government should pay enough attention to the public crisis and establish and complete a comprehensive set of urban crisis management system.Based on the national conditions, the paper treats some relevant topics including various crises cities may be faced with, how developed countries deal with urban crisis, the present situation and defect of Chinese cities, and what's more , it proposes a pattern. Of crisis management of Chinese city.It is divided into four chapters.Chapter one introduces the research background, significance, methods and ways, states the relevant literature and explains some concepts.Chapter two analyses the main crises Chinese cities face , explores some typical domestic patterns and points out the existing problems .Chapter three compares overseas patterns with domestic ones, and summarizes some advanced experiences.Chapter four puts forward a practical urban crisis management pattern., including comprehensive centralization of state power , precaution and management system and social integrity complete mechanism ,comprehensive urban crisis management law system and information system.
