Research On Government Support Policies In The Development Of Resource Recycling Industry

Nowadays, the scarcity of resources accompanied by environmental pollution and ecological degradation has become a serious problem worldwide, causing the vigilance and attention of the world. The extensive and linear economic growth pattern which lacks respect for the ecological law is the root cause of all this. Human is enlightened by the principle of ecosystem's balance coordination and material cycle, and realizes resources can be made more sufficient and efficient use by means of material cycle.Under the intensive production mode, waste is no longer waste, but is resource that can be recycled. Waste recycling is the key link in the process of the closed-circuit circulation channel.under the economic and social system, waste recycling and disposal must follow the laws of the ecosystem ecological balance and material recycling, as well as the rules of market economy, namely the industrialization of the renewable resources industry. As the world's booming green industry, the renewable resources industry's scale and recycling rate is growing fast in developed countries.Since the reform and opening up, China's rapid growth of GDP has been the world's attention, as well as the extensive growth mode. The amount of municipal waste's emission and stockpiling grows rapidly, and the government has been overwhelmed by the increasing processing load of municipal waste. The public is greatly concerned about the environmental stress and risk of pollution. Due to the serious waste of resources, China's resources per capita is far below the world's average level. Moreover, the scarcity of the major resources in relation to national economic lifelines has become a serious constraint factor for China's sustainable development. From the perspective of the construction of'ecological civilization'and the requirement of circular economy development, the development of renewable resources industry has been very urgent. Meanwhile, the development of renewable resources industry is not only conducive to environmental protection and resources saving, but also helps expand our industries, promote scientific and technological development, boost local economy and increase employment, which generates ecological, economic and social benefits comprehensively.Under the socialist market economic system in current China, because of its positive externality, the recycling industry cannot spontaneously survive and develop.Its development must rely on the provisions of the government's policies and regulations, the establishment of incentives and the cultivation and support of market mechanism. In order to ensure long-term sustainable development of our country, government must adopt safeguard measures, form a long-term mechanism and stabilize the market.China is vigorously developing the circular economy, and has brought recycling industry into the national key supporting'strategic emerging industries' system. In recent years the government has put forward some policies, which has achieved some effects and caused some problems as well. Based on the present situation, from the perspective of industrial policy, the author has systematically studied the industrial policy of China's recycling industry, and explored ways to promote the development of China's recycling industry. This paper is divided into five parts. Firstly, to clarify the background and significance of this topic, carding comprehensive and in-depth analysis of the current research, the author puts forward research ideas and research methods. Secondly, define and clarify the concept, composition and characteristics of recycling industry, and use circulation economic theory, government intervention theory and industrial policy theory to analyze the theory background of government supporting the development of recycling industry. Thirdly, by analyzing the current development and existing problems of recycling industry, provide practical reasons for government to support the development of recycling industry. Fourthly, analyze the existing supporting policies of recycling industry from the aspects of laws and regulations, economic policy and administrative guidance, and find out the problems and reasons. Fifthly, introduce the supporting policies of Germany, Japan and the United States, and summarize their enlightenment to our country. Finally, in order to improve our supporting policies of recycling industry, put forward some suggestions:rationalize the industrial management system, improve the legal system, optimize the industrial investment environment, accelerate industrial technology innovation and strengthen social propaganda and education.
