Research On The Ecological Compensation Between Beijing And Zhangjiakou

Zhangjiakou City where is located on the outlet and the water source is an important ecological barrier of Beijing. In recent years, in order to protect the ecological environment of Beijing and to provide clean water to the capital, Zhangjiakou City strictly limit the"three-highs" industry, meanwhile, regardless of how good economic return, the local government strict environmental approve on new projects, and never approve the serious polluting projects. In addition, the Government has invested heavily in the implementation of pollution control, soil erosion and water-saving agriculture. To protect the environment, Zhangjiakou City has paid a heavy price and missed a valuable opportunity for economic development. Ecological compensation can help alleviate the financial burden of Zhangjiakou, balanced the eco-interest, and promote regional economic and social development between Zhangjiakou and Beijing.International and domestic scholars have researched the ecological compensation in-depth, especially the governments have already established a variety of eco-compensation mechanism in the United States and Europe, and the law is in place and has a solid theoretical foundation; Chinese scholars have been researching on the valley, nature reserves, forest resources, mining and other studies of ecological compensation, so they have provided valuable experiences in ecological compensation among the Zhangjiakou City and Beijing.This paper argues that ecological compensation should take into account the following two aspects between Zhangjiakou and Beijing: First, the compensation of the regional ecological environment protects the eco-environment through the implementation of labor management and protection of ecological engineering; Second, through the financial transfer payment, ecological migration, economic assistance for the backward areas, so the ecological protected areas'economy can be developed, and the local residents can improve the level of living.By analyzing and summarizing the ecological compensation cases, this paper has been studied the ecological compensation combined with the ecological compensation cases among Beijing and Zhangjiakou. In terms of the ecological interdependence situation and ecological footprint of Zhangjiakou City in 2009, The author analyzes the necessity, feasibility and difficulties to carry out the ecological compensation. Finally, Based on the actual situation of ecological cooperation between Beijing and Zhangjiakou, the author proposed a new range and standards of ecological compensation, and putted forward proposals on how to build long-term mechanism of ecological compensation.
