Research On Measures To Improve China's Rural Social Security

As the financial crisis is coming, this paper analyze China's current consumption structure of urban and rural areas and new problems in the development of rural security system, then to put forward the author's opinion. Now the world's economy is slowdown, China should speed up its economic structural adjustment, use a complete rural social security system to solve the insufficient domestic demand, which can stimulate consumer demand in the rural market, and actively respond to the challenges of the financial crisis.The current financial crisis made a huge impact on China's economic development, as China's economy is in a very high degree of dependence on foreign trade. China's economic growth is heavily depends on exports and investment, the degree of dependence on foreign trade is more than 70%, which is the highest in the world. Until September 2008, China's foreign exchange reserve has reached 1.91 trillion dollars and now it is the country largest that foreign exchange holdings, accounting for one-third of the world's foreign exchange reserves. Over the years, however, consumption contributes little to the growth rate of economic growth. Insufficient domestic demand has become a serious constraint on China's economic development. Insufficient domestic demand was mainly insufficient consumption, the main reason is low-income people and the rural residents lack of purchasing power. So it is not only necessary to protect the economic growth, but also maintaining stability and promoting the transformation stage of development, the country should increase investment in rural social security.Now the conditions to establish a sound social security system in rural areas are maturing. The new rural cooperative medical is schemed step by step, the rural minimum living standard system is in the rapid development, and old-age insurance also steps in Pilot projects, which makes the framework of Chinese characteristics rural social security system clear. But relative to economic growth, the overall rural social security system is also lagging behind. There are still problems such as deficiencies in the system, the scope of protection narrow. They are seriously restricted the building of a harmonious countryside and transformation of economic growth.This paper analysis the importance of improving the rural social security system, as well as the problems of the present rural social security system from the perspective of expanding domestic demand.
