Customs is the national entry and exit supervision and management authority. In the situation of the rapid development of economy and society, it is more and more important to improve Customs'office efficiency and quality, optimize the management efficiency and strengthen the service awareness for the society, corporation and citizens. With the administrative theory and technically supports, the thesis suggests to build a unified information-based construction system of the government affair office for China Customs to promote the management innovation drived by the scientific and technological innovation and to promote the smooth development of various undertakings of the Customs.Every part of Customs use their own government affair official system which are developed and built by themselves and the level of development is uneven for a long time. There are also some problems such as repeated development and different technical support and standard. All the above reasons restrict the development of Customs'informationization.Throng the analyse of general government agencies'administrative office information system, this paper presents the shortcomings of the existing systems and explain the necessity, aim, significance and principles of the information-based construction and management of China Customs'government affair official system. The thesis expatiates the demand and process of this system and then analyses and solves the problems from the management perspective. It provides all the plan for the system and by comparing with others, this system shows a great influence on the office efficiency and government affair administration. At last, the future of this system is prospected which set the direction of the development later.
