Index, with hundreds of years'existence, is a special scientific instrument for eynamic analysis of the progress of a certain subject. It was frist used for the measurement of the change of prices and now it is not only the tool for the analysis of evaluation of life quality, service quality and product quality, etc.In the building industry, appraisal of projects'quality and statistical indicators are relatively backward and an advanced system to refloot the quality status of construction projection is needed for regular analyzing, judging and integrating the data got from the inspection. Thus this paper uses quality index system as way to intergrate the information got from the government or relative party's supervision of the constuction quality.Based on the research of the quality indices, which is a general meaning, both in the literature and in practice, the paper investigates and analyses the methods for the establishment of indices with discussion of the relationship between the quality index and economic indicators, the choice of the weights, base period and release cycle, and the testing theory. On the above basis, with a summarization and analysis of existing quality evaluations of the construction projects and the main laws and regulations to government supervision as warranty, the writer raises sub-indices classified by building categories including quality index, public building quality index and industrial building index and by enterprises'types including six sub-indusrty indices and also brings forward behavior quality index and physical product quality index. Also, the writer establishes the framework of the evaluation of individual project and enterprise as the base of these sub-indices. The different factors to be taken into consideration for the use to of vertical and horizontal comparisons of the comprehensive index is discussed.
