Since reform and openness, with China's rural social and economic undergoing profound changes, and single operating structure of agriculture in rural areas being completely broken, the segmentation system of urban and rural labor market gradually being disintegrated, the speed of the rural population flowing into the developed areas becomes faster and it plays a very important role in China's economic and social development. Referring to the Cobb-Douglas function, using the research methods of theoretical and empirical analysis, this article does a more systematic research on the mobility of China rural labor and its impact on agricultural development on the basic of the field survey data and some macroeconomic data.Since the reform, under the influence of the factors such as the expanding income gap between urban and rural areas and optimization of economic structure, large-scale of rural labor in our country has flowed to the developed cities and towns, and show the features such as coexist employment of local and nonlocal mobility, the " west putting up and the east moving forward " regional mobility, and also has such trends as the emergence of the organization degree and more difficulty to enhance employment.On the one hand, the mobility of rural labor increase the income of rural residents, promotes the use of agricultural mechanization and the change of production model, leads the return of technology and capital, and thereby, promotes the development of agriculture; on the other hand, it lead running off of the young labor and the phenomenon of universal wasted land being very common, and therefore, has seriously affected agricultural production of security.Using the Cobb-Douglas function, the theory model of the affect of rural labor mobility on agricultural production indicates that rural labor mobility takes an immediate negative effects on agricultural production through young adults drain and cropland abandon; skills back-flow and remittance brought by rural labor force mobility promotes to agriculture technological getting ahead, agriculture capital increasing and farming land in per capita rising, and indirectly promote the development of agriculture production.The statistical test also shows that human capital and physical capital investment from the increasing income of being engaged in industry has promoted agricultural development, but also the loss of the young labor force and abandoned farms has seriously hampered the further development of agriculture.Therefore, policymakers should take effective measures to break the segmented urban and rural labor market system and establish a unified labor market, and promote agricultural economic development by promoting the land transfer system, improving the rural education system and social security system in order to carry out the harmonious development of rural-urban economy and the three major industries.
