At present, about the study on the rural labor transfer, most used with classic DualEconomy Theory, to analyze the impact of rural labor force transfer, as well as macro-levelresearch, they were not reflected on the meso level’s differences. This paper attempts toachieve breakthrough at this point, use the Shanxi Province as the specific object, to study theaffection how rural labor force transfer affect the development of the agricultural economy.Through theoretical and empirical analysis how agricultural factors of production inputsaffect the agricultural outputs and the differences between them. In order to illustrate whatelements of agricultural production inputs should be pay attention to in different regions, andto make reasonable suggestions.First, using the classical dual economic theory and statistical methods to descript thecurrent situation of rural labor transfer. Overview the rural social development, transfer ofagricultural labor, as a means to describe the rural labor transfer and agricultural economicdevelopment and the basic relations between them, and using the classic dual economy theorylabor explored the major agricultural economic issues.Secondly, through the Cobb-Douglas type production function describe how agriculturalproduction factors inputs impact on agricultural output The results showed that (1)Theagricultural labor input has a positive effect on agricultural output;(2) Farm machinery,fertilizer and other agricultural inputs have a positive effect on agricultural output;(3) Therural labor force transfer in has an effect is a negative effect on the development of theagricultural economy.Finally, based on the research, proposed the resolves how the problem of labor transferaffect the agricultural economic development:(1) Establishing the land transfer market,emancipation of rural labor force surplus, in order to build the foundation for AgriculturalIndustrialization.(2)Increasing investment on rural human capital to promote transfer of rurallabor force successfully, improving the quality of agricultural labor and agriculturalproductivity.(3) Strengthening the agricultural technical input,offset the output losses causedby labor transfer.(4) Increasing the non-farm investment and innovation, and provide morejobs, promoting the rural labor transfer successfully.
