The rural surplus labor force is the performance of the unemployment situation in the rural areas. Unemployment is a common phenomenon of the Market Economy and is one of the outcomes of civilized society when it reaches a certain period. Since human society entered the industrialization and modernization of large-scale production, no any country has ever walked out of the shadow of unemployment. The difference is only the performance of forms and degrees of it. As the performance of the unemployed in rural areas, the problem of rural surplus labor has taken our attention more and more.Rural surplus labor exists in China both in planned economy and in the process of the construction of market economy in large scales. As is known to all, there are a large number of rural surplus labors in rural area of China, which has caused a lot of trouble for economic development and social. In recent years, due to the increasing emphasis on rural issues and the rapid development of township enterprises and urban secondary and tertiary industries, the number of rural surplus labor had been reduced, but the proportion of the total rural labor force is still great.An accurate assessment of the number of rural surplus labor not only allows us to understand the status of rural employment) but also will help us solve the transfer of rural surplus labor force to provide an important basis for the policy. In this paper, we apply an optimal model of productive resource allocation and prerequisite of balanced capital and labor allocation. The C-D function to estimate the number of rural surplus labor in the rural area of China was computed. And then, this paper explains the reason for the high rate of d rural surplus labor in the rural of China. Finally and we will supply some policy suggestions to solve the problem.
