Food is the basis of the national economy, the necessity for human survival and the strategic materials of running the country and bringing peace. The price of food is not only an important study of the theoretical circles, but also an academic research hot spot in recent years.At first, this paper studies on the essential attribute and the basic characteristics of food. From the economic attribute, food is a kind of "quasi-public goods"; from the political and social attribute, food security relates with the national economic development, social stability and national security; from the fundamental characteristics of food, food production has a weak nature. These are the basic starting points of the food market and government's macro-control policies. Then from a historical perspective, we divide Chinese macro-control history into three stages, and evaluate policy measures on every stage.And then using a general equilibrium and welfare economics model, the paper analyzes the current macro-control policies how to impact Chinese food market and tests the actual operating results of these various policies in qualitative and quantitative method. The paper not only analyzes the various elements of the macro-control and its operating mechanism, but also builds a dynamic control system as an organic whole. Either the use of theoretical models, or the actual operation, the State macro-control measures can improve the farmers'growing enthusiasm, increase food production and stabilize food prices between market price and the minimum purchase price. They can mitigate conflicts between "low prices injure farmers" and "high prices injure residents" effectively. In the policies, the greatest beneficiary is food consumers, and integrating various macro-control measures is better than a single measure. Finally, drawing on standard analytical methods, the paper suggests a complete set of macro-control policy on Chinese grain market recommendations from the laws and regulations, industrial policies, food subsidies, the minimum purchase price, agricultural insurance, etc.
