Study On China's Food Safety Control

With the continual development of economy and society, food safety issues have got lots of concern all over the world. To ensure food safety, almost all countries around the world have done much work on so many kinds of control measure, and China has also taken many kinds of explorations and practice since 1980s. But as a result of the difficulty and complexity of food safety issues, the basic rule of food safety control need to be study thoroughly, and it is necessary of constructing a systematic food safety control pattern to solve the food safety problems along the entire process "from farm to table". Although food safe has become a hot issue which domestic and foreign academia discuss, but at present, the study subjects are mainly focus on the understanding, reason and control management strategy of food safety, the research of food safety control is still at the exploration stage. Therefore, it has important theory and practical value to study China's food safety control.The dissertation uses five methods on studying China's food safety control, which include system, comparison, induction and deduction unified, thorough investigation and real diagnosis, qualitative and quantitative analytic method. First, on the base of analyzing the elementary theories about food safety control, through comparing the food safety control conditions of primary international organizes and several developed countries, the paper obtains some basic experience and general principle of national food safety control. Next, the article analyzes China's food safety control history systemically at the foundation of dividing the history into three periods which are gestation, inchoation and development; appraises different food safety control patterns and the variation characters, trend, and motivity corresponding to each period, emphasizing on real diagnosis research on China's general demonstrative food safety control that symbolizes China's food safety entering the developmental period, and using gradually regressive analysis method gets several key influence factors to food safety control performance. At this foundation, the article summarizes the systematic and general control trend from both theoretical side and practical side, and puts forward the objective pattern: "chain-network control". Finally, the paper proposes the guarantee system and the microstrategy of China's food safety control.The dissertation is composed by seven chapters. The main content and conclusion are as follows:Chapter 1: introduction. It introduces the background, objective and significance; summarizes domestic and foreign research advance on food safety control; puts forward the research idea and method, and narrates the innovation.Chapter 2: basic theory and international experiecne of food safety control. After defining the primary concepts about food safety and food safety control, this part analyzes five basic theories and several international experiences about food safety control. The five theories include risk analysis, "from farm to table", food safety stakeholder, food supply chain management and GMP/HACCP.Chapter 3: history variance and appraisal of China's food safety control. China's food safety control history can be divided into three periods: gestation, inchoation and development, in which gestation comprises food security process and original process. This part appraisesdifferent food safety control patterns and the variation characters, trend, and motivity corresponding to each period. In gestation period, the extensive and intensive farming pattern not only couldn't control food safety, but also destroy food safety level. In inchoation period, the green-food pattern and the two-tache pattem which takes HACCP as main mode can only control some food hazards in agri-produce link and food processing link, but can't solve other important problems in circulation link and consumption link. In development period, the whole process general control pattern expands the control surface "from farm to table", which did much contributions to solve the food safety problems in food produce, food processing, circulation and consumption, but the systematic and harmony characteristic need further consummate. The historical variance trend of China's food safety control can be summarized as follows: control surface starts from the sole primary agri-produce link to the whole food supply chain gradually; food safety stakeholders' control consciousness from empty to form, from weak to strong; control measures from passive to initiative, control types from traditional to modern.Chapter 4: real diagnosis analysis of China's current general demonstrative food safety control. After introduces the background of China's general demonstrative food safety control project, this part analyzes five typical patterns as follows: Jiangsu Suguo supermarket pattern, Fujian Yinxiang pork pattern, Shaanxi Luochuang apple pattern, Beijing physical distribution control pattern, Shandong Shouguang vegetable pattern; and then analyzes the key influence factors to food safety control performance. Gradually regressive analysis indicates that, government control, producer control, consumer control and sci-tech control are the key influence factors. These four factors can be embodied to seven indexes. According to the absolute value size of partial correlation coefficient, these seven indexes' influence performance can be ordered as: the government year effective supervising and managing number of times>the crowd proportion that willing to pay high price on safe food>the number of scientific researcher>the official organization number>consumer's knowing rate on food safety>demonstrating enterprise number which have licenses>demonstrating enterprise number which participate in the project. This chapter finally analyzes the policy meaning of these seven indexes' order, which provides the powerful scientific basis for formulating effective microscopic control strategy of food safety.Chapter 5: China's objective pattern of food safety control: "chain-network control". After summarizing the systematic and general control trend from both theoretical side and practical side, this chapter puts forward China's objective pattern of food safety control: "chain-network control". There are four essential factors in this new pattern includes: food supply chain, food safety management chain, food safety sci-tech chain and food safety information network. It is much important to design a set of cooperative mechanism which can effectively eliminate the information asymmetry and reduce the transaction expense in the food chain. There are three paths on building the cooperative mechanism, which includes food supply chain integration, establishing new food industrial organizations and supplying invigorative system.Chapter 6: the guarantee system and the microstrategy of China's food safety control. It is necessary of having a perfect national food safety control system and implementing some corresponding microstrategy to ensure the well run of China's "chain-network control" pattern. China should develop and consummate its current food safety control system using international experience for reference. The microstrategy includes four aspects: food supply chain control, food safety management chain control, food safety sci-tech chain control and food safety information network control.Chapter 7: conclusion. This part summarizes the main conclusions of the whole dissertation. In the end this chapter put forward four questions that need further studied: the quantitative division of China's food safety historical period, some other influence factors of food safety control's performance, food safety control's difference of different food, the real diagnosis analysis of "chain-network control" pattern's validity.There are about four possible innovations in this dissertation: (1) on the base of dividing China's food safety history into three periods, summarizing the systematic and general control trend of China's food safety control; (2) using gradually regressive analysis method find the key influence factors to food safety control's performance, and get some new constructive viewpoints; (3) constructing the new "chain-network control" pattern; (4) designing the cooperative mechanism of "chain-network control" pattern.
