Whether it is pollution or certain types of food can potentially lead to food poisoning, if without proper inspection and treatment before serving. Food inspection and testing is the effective solution to discover and prove problems and the important technical support for food safety system.This paper is going to study the food safety inspection and testing system of Dalian Jinzhou New District. Discuss includes research background, research purpose, related concept, research status, research theory and method. Comprehensively grasp the present situation of Dalian Jinzhou New District of food inspection and testing, found the following main problems:the government owned food safety inspection and testing system of Dalian Jinzhou New District is dispersed organized, not uniformly standardized; equipments are out of date; personnel is inadequate and lack of expertise; information can not be shared; government is lack of service awareness; and third-party testing agency is not being effectively utilized. Based on the analysis of above issues and reasons, as well as refer to the advanced experiences from domestic and oversea.The reform scheme of food safety inspection and testing system regarding Dalian Jinzhou New District will be design, also feasibility analysis will be demonstrated.Finally, the main ideas and countermeasures will be presented in order to enhance the performance of Dalian Jinzhou New District food safety inspection and testing system,which is: restructure current government owed food safety inspection and testing agencies, develop unified standards, achieve information and resource sharing, support the development of third-party inspection agency.
