The term"tacit knowledge"was firstly mentioned in the middle of twenty century. There have been a lot of researchers researched the subject. People know more about tacit knowledge. It has special importance or significance to research Chinese civil servants'tacit knowledge.On the basis of summing up the past literatures, the paper develops the initial questionnaire which is used to measure civil servants'tacit knowledge. The questionnaire includes three parts. The first two separately measure civil servants'tacit knowledge and values. Data of 100 small samples was statistically analyzed by SPSS. Data of 210 large samples was statistically analyzed by SPSS and LISREL. We find that Chinese Civil Servants'Tacit Knowledge Model involves twelve dimensions: managing oneself in a local context with a pragmatic orientation, managing oneself in a local context with an idealistic orientation, managing oneself in a global context with a pragmatic orientation, managing oneself in a global context with an idealistic orientation, managing tasks in a global context with an idealistic orientation, managing tasks in a local context with a pragmatic orientation, managing tasks in a global context with a pragmatic orientation, managing tasks in a local context with an idealistic orientation, managing others in a local context with a pragmatic orientation, managing others in a global context with an idealistic orientation, managing others in a global context with a pragmatic orientation, managing others in a local context with an idealistic orientation. Chinese Civil Servants'Value Model includes four parts. They are the value of maintaining good order, the value of developing virtues, the value of self-organization and the value of harmonizing interpersonal relationships. We build a structural model about the relationship between values and civil servants'tacit knowledge, and find that values promote civil servants'tacit knowledge. At last, the results of analysis show that civil servants'tacit knowledge have significant differences in two variables of age and length of service. There is no significant difference in educational level, position level and gender.Finally, this paper discusses some topics associated with tacit knowledge and summarizes the conclusions of this study.
