As the knowledge economy era, knowledge is not only as an intellectual capital, it is no substitute for core competitiveness. The strategic resources of organization competitive advantage from tangible equipment, capital, and labor shifted to higher value-added, imitating the high degree of difficulty "knowledge." The State as a country's largest organization, it has 80% of social resources, and also it is the knowledge innovation leader. There is no ignorant country in the world; there is only the country that doesn't make good use of knowledge. Tacit knowledge is the Chief Administrative effective, dynamic knowledge, especially; it is the soul of the entire government's innovation. Because of the innate characteristics of silence of government tacit knowledge, it sank in the minds of government workers. And it is hard to be transformed and shared. The paper creatively uses the Game Theory, Theory of Planned Behavior and Structural Equation Modeling to analyze the factors which affect the transformation and sharing of the government tacit knowledge.Firstly, the paper constructs the transformation and sharing of government tacit knowledge of the three layers'models in theoretically, and empirically analyzes the potential factors which affect the transformation and sharing of the government tacit knowledge by a questionnaire survey. In the Base Layer, the potential elements include the "cultural environment, technical environment, structure environment, policy environment"; in the SECI Layer, demonstrates the four potential elements of Nonaka, that is "socialization, externalization, combination, internalization"; in Knowledge Innovation Layer, latent factors including "organizational performance and knowledge innovation."Secondly, this paper has given four ways to transform tacit knowledge. Through "metaphor-analogy-model", so that make strong government tacit knowledge to weak; through classified, organized into a document so that the weak government of tacit knowledge to explicit knowledge conversion; through the hillock system, so that individual tacit knowledge conversion to the organizational; through coding, so that organize tacit knowledge transformation to organizational explicit knowledge.Thirdly, this paper has analyzed the government knowledge-sharing based on a game of interaction. Sub-game equilibrium showed that: the total revenue of knowledge-sharing and knowledge-sharing for law both original intellectual capitals associated with the geometric function, the transmission of knowledge is shared in direct proportion to the cost and knowledge-sharing relationship. Reasonable distribution ratio, the lower costs of transmission can be effective in dominant strategy to "sharing" approach.Again, path analysis of knowledge sharing TPB model showed that: the main factors which affect the knowledge-sharing behavior followed by, organizational culture,time resources,spiritual rewards,personal characteristics and personal presentation skills.Finally, this paper gives four solutions to promote the transformation and sharing of government tacit knowledge, including the improvement of government culture, the establishment of government knowledge base, flat government organizations and the establishment of the Chief Knowledge Officer.
