Effectively Improve The Peri-urban Farmers In Rural Areas To Achieve The Path Of Scientific Literacy

Promulgated in June 2002 the Popular Science Law, In 2006 promulgated the "Outline of Scientific Literacy for All" and based on the 2007 enactment of the "farmers Science Education Program", these reflecting the state concerns for the popular science has provided an explicit legal basis for the development of the popular science activities.As one of the cores of a country's comprehensive strength and competitiveness, people's quality is a significant strategic task to build a harmonious society and to realize an all-round development of a well-off society in China. The scientific quality in the quality of people is a major factor. China has a large population, weak economic foundation, relatively poor resources, with agriculture as her national economic basis. The quality of the agricultural economy is directly related to socio-economic development of China. In the report of the 17th national congress of CPC, the proposal to solve the problems of agriculture, rural areas and farmers has been highlighted, which improves the construction of a new countryside. The scientific literacy of the rural farmers directly restricts the progress and the quality of agricultural modernization and new rural construction. Therefore, improving the quality of our rural farmers is the driving force for rural economic sustainable development. To attach scientific elements to the agricultural production activities, to transform the traditional mode of producing and to promote the quality and quantity of agricultural products is to achieve sound and rapid agricultural sustainable development and to advance rural construction, as well as the aim of implementing the popular science activities in rural areas and one of the basic thoughts to realize both urban and rural development. The features of suburban life with duality are as following, not only have the traditional features of depending on agriculture, but also rely on development (such as industry and service, etc.) of other neighboring cities. As to its people, it is necessary and to cultivate and develop their agricultural scientific quality and to improve manual skill requirements to enter into the city, as well as to boost scientific knowledge to start the business.This study will focus on the research and the analysis of "Achieving the path". Selected cases, I in Shapingba District of the evidence, As a typical suburban metropolitan area featuring modern eco-agriculture in China, the rural area of Shangpingba District, Chongqing, sets a good and typical example of better carrying out the popular science research. With relevant theories of science and culture transmission and features of suburban farmers'in Shapingba District, the thesis is going to explore the effective way of achieving the path to enhance those suburban peasants'scientific quality with the combination of three aspects----the internal need of self-demand-oriented and fostering farmers'quality, the external condition of completing relevant policies and measures and providing them with science literacy and the establishment of a reasonable mechanism which connects the above internal requirements and external factors.
