With the deep development of reform and opening up, Chinese economy maintains rapid and steady growth. At the same time, rural economic and social development and the promotion of urbanization process are facing increasingly prominent problems and contradictions. Statistics shows that by the end of 2007, Chinese urbanization rate has reached 44.94 percent, rural surplus population has been nearly 200 million. The existence of a large number of rural surplus labors is the reason that lack of effective demand in our country currently, and it also reduces the improving space of agricultural productivity in population aspect. The solution of rural surplus labor depends on the development of urban. Global financial crisis has an effect on Chinese export, urbanization is the most effective way to improve Chinese domestic demand, which has significance to promote our country's economic growth. This paper discusses the urbanization development's effect to rural surplus labor transfer on internal logic and transfer mechanism. On the basis of this, we give some relative suggestions.The logical order of this paper is as follows: Firstly, we introduce and summarize common theories and research at home and abroad about urbanization and labor transfer. Starting from history, we analyze the status of rural surplus labor transfer in the process of Chinese urbanization by the use of the latest data, elaborate the relation between urbanization and rural surplus labor transfer, and discuss the factors that constraint rural surplus labor transfer and urbanization development. Secondly, the paper gives empirical analysis on the correlation between urbanization and rural surplus labor transfer by the use of data in 1990-2007. The research shows that in the process of urbanization, urbanization rate, income gap between urban and rural, rural economic development and rural enterprise development have positive correlation with rural surplus labor transfer; Finally, on the basis of empirical results, we take four suggestions to promote effective transfer of rural surplus labor, such as, eliminating system obstacle, paying attention to urbanization development, promoting the process of agriculture industrialization and increasing investment in rural education.In the arrangement of chapter structure, the paper divides into six parts: the first part is introduction, which contains research background, significance and so on; the second part is about introduction and summary of relative theories; the third part is the presentation of urbanization and process and characteristics of rural surplus labor transfer, describes the relationship between urbanization and rural surplus labor transfer and the constraint factors on urbanization affecting rural surplus labor transfer; the fourth part takes multiple linear regression analysis measures to analyze the relationship between urbanization and rural surplus labor transfer; the fifth part is about the suggestion on how to promote rural surplus labor transfer with the help of urbanization; the sixth part, research conclusion.
