A Research Of The Agriculture Surplus Labor Transfer In The New Urbanization Process

The New Urbanization Construction of our country, is a kind of urbanization which promotes the coordinated development of economy, society, environment, and resources. Of which the core is the person's urbanization, while the core task is pushing agricultural population's urbanization orderly. The transfer of surplus agricultural labor force is a major issue of present economic and social development. It is related to the healthy development of economy in our country, and is also a key point of the Five Balances—balance urban and rural regional, economy and society development, human and the nature's harmonious development, domestic and opening to the outside.This paper analyzes the research background of the surplus agricultural labor force during the course of in the New Urbanization, and introduces the present situation of research at home and abroad, illustrates the research and the significance firstly. Theoretical support was provided according to the theory of Marx's agricultural surplus labor force, The Lewis Model, Ranis-Fei model and Todaro Model of development economics, and a combination with China's national conditions. Secondly, this paper divides and illustrates the development phase of the agricultural surplus labor force in China, sums up the characteristics of surplus labor transfer in our country and the problems exists in this progress. The Chinese agricultural surplus labor transfer the main problems existing in the present stage are: current system to limit the transfer of rural surplus labor force, it is difficult to equitable access to public resources, agricultural surplus labor employment blindly, income and expenditure patterns hinder the transfer of population. And combines the related theories to analyze the causes of these problems. Factors restricting the transfer of surplus labor force in China include: development level, household registration, land and security system, human resources, management functions. At last, in reference to the experience in transfer of surplus agricultural labor force in the development of urbanization, proposed to speed up the new urbanization construction, promote the orderly and stable transfer of agricultural surplus labor from four aspects:the level of productivity, reform the system, improve the human resources environment, and improve the management of the transfer of agricultural surplus labor.
