Study On The Rural Surplus Labor Transfer Problems In Hunan Process Of Urbanization

The rural population gradually moved to the town, making the rural population decreased dramatically, and the number of urban population sharp increase social phenomenon known as urbanization. Urbanization is the product of civilization, marks the progress of the society. Our typical agricultural country, rural population is as high as 900 million. Hunan province’s population is numerous and rich labor resources, with the development of economy, more and more rural population transfer to the town of Hunan province. Although, government departments, institutions of Hunan province through different means and ways to limit, but has not yet been effectively improve the current situation of rural surplus labor transfer, seriously hindered the development of urbanization in Hunan province. The orderly transfer of rural surplus labor force can effectively reduce social cost consumption, for the steady development of the rational flow of labor and urbanization has a positive effect. Therefore, the transfer issue of the rural surplus labor has certain research value.This article will be divided into five parts to the problem of rural surplus labor transfer in rural urbanization in Hunan province were discussed. The first part of the paper introduction the research background and significance, domestic and foreign research review, research ideas and methods and possible innovation points and deficiencies. The second part of urbanization, rural surplus labor and rural surplus labor transfer to define the concept, this paper expounds the necessity of rural surplus labor transfer, and has carried on the induction and the related theoretical basis, to gain the theoretical structure of this article. The third part introduces the present situation of the rural urbanization in Hunan province, Hunan province the current situation of rural surplus labor transfer, and countermeasures for the analysis of the influence factors of later to do the foil. In the process of rural urbanization in Hunan province is the fourth part mainly analyzes the influence factors of rural surplus labor transfer, analyzes the related factors influencing indicators, through the establishment of model of variable statistics, the number of rural surplus labor transfer is obtained was positively to shut the influence factors of per capita net income of farmers, rural human capital, the first industry labor productivity, urbanization rate, the market resources allocation rate, the tertiary industry employment proportion, only registered urban unemployment rate and negatively correlated to the number of rural surplus labor transfer. The fifth part based on the correlation of various influencing factors of put forward the corresponding policy recommendations, thus to promote the development of the rural surplus labor transfer, the urbanization to provide theory support, also for the reference to a similar situation in our country region.
