Research On Urban Housing Security System In Chongqing City

One of the basic conditions of human existence is the housing, as long as the man exists, we cannot get away from the demand of housing. Along with the progressing of china's urban housing system reform, the market mechanism has already started to permeate to the every area of housing realm, playing a role cannot be ignored in allocating housing resources and improving the efficiency of resource allocation of housing. However, the development of the market mechanism is not perfect, there are still potential pitfalls, and due to limited capacity to pay, middle-income groups cannot solve their own housing problem through the market. As for them, without the help of government, it is impossible to resolve the housing problem or improve the living conditions. The affordable housing and subsidiary rental housing are important components of the current urban housing social security system, and were playing an important part in resolving the difficult issue of housing problems. At the same time, a lot of problems have appeared during the processes, which require us to re-consider the system. Therefore, resolving the housing problems of low-income families and setting up a more perfect town housing security system and operational mechanism have become a major practical problem, and need to strengthen the system of theoretical research urgently.The housing social security system is one of the core contents of the housing policy of all countries. All countries drew up specialized housing development plan to solve the housing problem of low-income groups. In this paper, by a comparable research, we found that Scholars at home and abroad launched a study in housing security system respectively from the necessity of implementation modalities, a comprehensive protection system, means a problem in the implementation. Those provide a theoretical basis for the study of the paper.Based on the our predecessors theoretical, empirical research, and housing security of foreign policy experience, The main work in this paper are:①Through the empirical analysis of statistical data in Chongqing, it is a more systematic understanding to China's current urban housing security policies effect the operation.②Based on the analysis of urban housing security system, the theoretical framework and housing affordability, there is a comprehensive study of prediction models in household income and housing security line and the level of housing support the development of inverted U-curve hypothesis.③applied study in Chongqing city, the concrete contents included: Three stage schemes in Chongqing city of the urban housing social security dynamic mode, it predicted housing requirements to protect of Chongqing city from 2009 to 2015, by applied regression analysis and other methods, it pointed out the direction for implement the policy of Chongqing.④conducted a detailed study of Chongqing address affordable housing, the planning of rail traffic, put forward a proposal consistent with the principle of affordable housing location, location and price mitigation program dilemma.
