The affordable housing and subsidiary rental housing are important components of the current urban housing social security system, and were helpful to those problems. But a lot of problems have appeared during the process, which request us to re-consider the system. Therefore, resolving the fair problem of the housing realm, setting up an even urban housing social security system have become very important to an harmonious society, and need strengthen theoretical research urgently.This paper consists of four parts.The first part: the summarize of the theories about the town public housing. It defines the concept, characteristics and scope of public housing, and analysis of the relationship between public housing and housing security or the social security. The public housing system is built on the basis of relevant theories, including the commercial and welfare housing theory, social security theory, equitable distribution theory and filter theory.Part II: Chinese public housing policy analysis and learning from international experience. This part first reviews development process of the Chinese town housing security system, focusing on analysis of our current public housing policy, and pointes out problem of affordable house and subsidiary rental house exist in the implementation process, and learns some experience about policy-making and management of public housing from some developed countries. It has laid a foundation in reality for the construction of management information system for public housing.Part III: It is about the recommendations for the operating mechanism of public housing management, which includes the establishment of management institutions, putting the strict access system into practice, adjusting the security levels and standards dynamically, the establishment of the exit mechanism of public housing and improving the relevant laws and regulations.Part IV: the building and application of government administration information system for the public housing. With the Modular design method, the system will be divided into the following subsystems: administrative office subsystem, the public housing policies inquire subsystem, the source management subsystem for public housing, the qualification management subsystem for public housing, the sale and rent subsystem for public housing and exit management subsystem for public housing. To meet the need of the system, the database should contain the following three aspects: information database of poor families, the source databases of public housing and the results database. The construction and application of the system will challenge the current housing management systems. We need adjust, upgrade and reinforce the current system, in order to improve the system by various data exchange and sharing, which requires the attention and support of the relevant leading, at the same time, requires system users to master some basic knowledge of computer operation.
