In an age where technological progress and economic growth are making leaps and bounds, an increasing number of countries and regions are taking note of the harmony issue, achieving a comprehensive development of the individual is the embodiment of social harmony and the foundation for developing a harmonious society. Currently faced with an unprecedented challenge, Chinese science and technology intensive enterprises must ponder whether it will possible to emerge on top amidst fierce competition. Therefore from the harmony standpoint, paying particular attention to the HRD aspect of science and technology intensive enterprises offers a very important significance.The article tackles the issue by first introducing the concepts of harmony and"people-first", expounding on the virtues and distinct features of Human Resource Development of science and technology intensive enterprises, then undergoes a complete analysis of the main problem and other issues plaguing the HRD side of national science and technology intensive enterprises, and again putting forward the prescribed principles and guidelines associated with Human Resource Development of science and technology intensive enterprises. And finally offering an approach to the realization of a harmonious development of human resources that stem from the following five elements: a concept of harmony, a harmonious corporate culture, a harmonious organizational structure, system building, and the establishment of a new type of work relation mechanism. These insights into the harmonious development of human resources in science and technology enterprises will prove to be definitively significant.The paper emphasizes that guided by the philosophy of harmony and the ideology of people-oriented management, Human Resource Development science and technology intensive enterprises must adhere to the notion of"people-first."The first order of the day is to better organize the guidelines that govern relationship between staff, business and society, thus adhering to the four fundamental principles of social harmony, cultural harmony, organizational harmony and mental harmony.Achieving the harmonious development of human resources department of science and technology intensive enterprises requires the establishment of the concept of Harmonious Human Resources Development, the formation of a harmonious corporate culture, the creation a harmonious organizational structure, and take steps towards a harmonious HRD as well as towards the establishment of a new type of work relation amongst others.
