Human resources has become a key factor in global competition and economicdevelopment today, For ocean energy development and utilization, the key lies intechnological innovation, the core lies in the development and utilization of humanresources in ocean energy development.Previous studies on human resources of science and technology mainly focused on therole of government, enterprises and universities, and research from the perspective ofindustry or sector is relatively rare, lacking systematic research. This paper will startfrom the marine energy development technology industry perspective, to do ananalysis on human resources efficiency in the science and technology.After a thorough research of related previous literature, concepts and theories, aqualitative analysis of human resources development and utilization status of China’smarine energy development technology industry laid the foundation of the research,then DEA model and Malmquist index of human resources efficiency of marineenergy development technology industry in China were applied, leading to a scientificevaluation on human resources development and utilization efficiency of China’smarine energy development technology industry and policy suggestions were putforward.The empirical study and evaluation of human resources development and utilizationefficiency of China’s marine energy development technology industry led to thefollowing conclusions:(1) Quantity of human resources in China’s ocean energy development technologyindustry witnessed a large increase in scale. Total number of staff employed in scienceand technology human resources, total resources put in the science and technologyindustry, and output of science and technology in the second stage (years in2009and2010) exceeded far from the first stage (years in2006,2007,2008). Personnelemployed in marine energy development industry are mainly undergraduate and graduate students, senior title being the main drive force in the science and technologycrew.(2) The utilization efficiency of ocean energy development technology industry in ourcountry’s human resources in science and technology in2008annually is DEAeffective; In2006and2007, the technical efficiency is1, and the comprehensiveefficiency is less than1,they are in a non-DEA effective.(3) Human resources development and utilization of ocean energy industry in Chinain the efficiency of different amplitude of progress from year to year, the cause of theincreased efficiency with research innovation ability as the feature of technologicalprogress and scale efficiency to improve together.We can enhance the human resources of science and technology throughstrengthening science and technology human resources training, optimizing thestructure of science and technology human resources team, modifying incentivemechanism and increasing the intensity of ocean energy development and financialsupport.
