| Highway is an important infrastructure which is one of the factors of social productive forces to accelerate the socio-economic development in China. It is one of the primary tasks for our government to speed up the construction of road infrastructure,though the process need to take up a lot of land, especially agricultural land in the future. So it is contradictory between the scarcity of land resources and the need of road development. It is a serious problem that how to maintain the demand of development of road for land and to protect the interests of landless peasants at the same time. In this context, it's an important starting point to address the above conflicts by researching the value of land occupied by highway with the scientific development perspective.On the basis of reviewing and analyzing the research of the value of land occupied by highway, the dissertation proposes the content and ideas with the principle of intensively using land and protecting the interests of landless peasants and the object of fully understanding the value of the land occupied by highway construction. By researching the basic concept of land and drawing on the labor theory of value, utility value theory, theory of land revenue, the article put forwards the theory of scientific development land value. The paper also emphasizes the land value mentioned should reflect the role and effectiveness of land, including specifically the natural value, economic value, social value and ecological value. The paper then defines the content and structure and the system of the value of the land occupied by highway on the basis of analyzing the characteristics and forms of the land occupied by highway. And on this basis, the paper researches the assessment method of the content of each form's value. Finally, the methods described in paper are applied to specific cases for examples, and feasibilities of verification, which can improve the assessment of the value of land resources and can provide the basis for the calculation of compensation. It also can improve the highway route selection and project scientific decision-making, as well as ease the road construction and resource scarcity, and farmers lost land losses contradiction to a certain extent. |
