Landless Peasants's Employment Security Research On Hebei Province Under The Background Of Land Acquisition

Agriculture is the footstone of the national economy, while the farm is the guarantee for farmers ' life and occupation. Hebei is a agricultural-dominant province, whose grain production plays a vital role in the whole country. But in recent years, with the development of industrialization and new urbanization, land acquisition is gradually becoming a tendency. To a certain degree, the land acquisition policy has greatly promoted the management and innovation of the rural land. However, at the same time, as the farm is the main source of the farmers' income, the policy has greatly affected the farmers' production and life. Since ancient times,farmers have been living by farming.Through their labour, not only can they get a relatively stable income, but also can they obtain the guarantee for their pension. After the policy being carried out, lots of farms has been expropriated, more and more farmers lost their land and employment support, faced with the dilemma-- "Life and rights can not be guaranteed, no work to do".Therefore, in the background of the land acquisition policy, the study of the employment security of landless peasants is particularly important. To obtain the harmonious development of society and the stable development of rural areas, the key is to solve the employment of landless peasants, only in this way can we realize the joint development of life and pension security. As the subject of liabilities for job security, the government should make appropriate security policies, set reasonable standards for land requisition compensation, improve the unemployment compensation system for peasants. On this basis, together with the township and village enterprises, improve the employment mechanism of landless peasants,promote the employment of landless peasants.Based on the the concept definition and theoretical basis, this paper make a detailed introduction of current research status and elaborate the situation of landless peasants under the background of land acquisition. Besides, I make a spot check in Hebei Province through the questionnaire. Through the analysis of the ongoing employment security policy's effect, I make a survey on the satisfaction level of the landless peasants toward employment security and analyze the factors that affect the satisfaction level of the landless peasants toward employment security. By doing this, we can have an in-depth understanding of landless peasants employment status in Hebei Province, thus provide some measures to improve the employment security of landless peasants. It analyzes the problems and causes of employment security for the landless peasants under the context of land acquisition; and put forward countermeasures and suggestions to improve the employment security of landless peasants in Hebei Province, To promote employment security of landless peasants in Hebei province, the government should play a leading role in the farmers' employment security, increase the propaganda of the policy, make the regulations about the employment security policy; improve the land requisition compensation system and improve the compensation standards; improve the employment security system; establish the linkage mechanism of government, township enterprises and civil society organizations. In the conclusion part, I elaborate the conclusion and point out the shortcomings and defects of this paper.
