The development of urbanization and industrialization in China has caused many lands of the peasants being appropriated by the central or local governments. If the peasants lost their lands, they have to consume as an urban citizen while they can't earn as much money as the city persons, so the landless peasant suffering a crisis of survival. Therefore, it is very important to establish an efficient Old-Age Insurance System (OAIS for short). This paper will analyze on current OAIS in Gansu province, and its puzzles in practice, and how to breakthrough these puzzles in future.This paper for the author's master degree will include six parts. In part 1, the author will describe the analyzing backgrounds, the theoretical and practical meanings, the logical process of this research, the expected framework of this article, and the analyzing techniques using in this paper. In part 2, the author will introduce the related researches on how to definite the idea of Landless Peasants, how to establish a perfect OAIS in general, and how to found an efficient OAIS in a particular region. In part 3, the author will estimate the probable number of landless peasants in Gansu province firstly. And then, the author will analyze the possible income and expenditure of the landless peasants when their lands are appropriated by central or local government. Base on this analysis, the author will point out the living crisis of these peasants. In part 4, this paper will evaluate current OAIS in Gansu province. The analyzing logic will begin at the point of describing related policies published by local administrations, and end at the point of how the current OAIS solve the living crisis of the landless peasants and its levels. In part 5, this paper will compare the current three models for landless peasants, including OAIS for urban citizen, new OAIS for peasants, OAIS for Peasants losing part of their land. Though analyzing their advantage and disadvantage of the three modes, the author will point out the practical puzzles of current OAIS in Gansu province. Then the author will suggest how to breakthrough these puzzles. Finally, in part 6, the author will conclude what he has analyzed in whole paper, and analyze the characteristics and disadvantages of his paper, and point out how to extend this research in future.So as to accomplish his research, the author draws support from many research methods, including retrospective studies, trend extrapolation analysis, schematic analysis, econometric analysis, and comparative analysis. His conclusions make much contribution to related researches, including how to found an efficient OAIS in the developing regions, particularly in Gansu province. Etc.
