| For current telecom industry, the mobile communication has greatly overwhelmed the fixed telephone communication, becoming a leading force in related industry. With the maturity of 3rd Generation (3G) mobile communications technology and global large-scale commercialization, the Ministry of Industry and Information Technology (MIIT) officially announced the release of three 3G mobile communications licenses on 7th January,2009, and China Unicom obtained the WCDMA. For China Unicom, the development of 3G mobile communications network is an inevitable choice for sustainable development business. Also, it's helpful to improve the Quality of Service (QoS) of overall network and enhance corporate image. However, many risks are existed for Core Network (CN) construction, e.g., the complicated situation of coexistence with TDM circuit switches and soft switches of 2G, how to complete the massive construction of WCDMA CN, as well as how to achieve smooth evolution and ensure the stability of network quality. These risks will not only increase the implementation difficulty of project managers and decision makers, but also increase the probability of potential losses.This paper will first summarize the domestic and abroad study status and then propose the theoretical principle and research methods. After that, the comprehensive risks during the construction of WCDMA CN will be analyzed, with the method mentioned above. Then, the risk analysis model is designed based on related technologies, by which the practical risk of WCDMA CN construction is analyzed and the relative relationship of many risk factors will be given.With the practical example of CN construction in Beijing Unicom, this paper will propose the detailed methods of risk identification, risk assessment, strategy to avoid risk, as well as the way to control risks. We hope the contribution could offer the theoretical instruction and the reference for the risk management of future practical WCDMA CN construction. |
