The YT is a high-tech enterprise which has wide cooperation with China Mobile,China Unicom,Ericsson and other large telecommunication operators at home and abroad.In recent years,with the increasing development of communication technology and the rising of the domestic telecommunications equipment manufacturers,Ericsson(YT's main customer)is under severe pressure of competition.Especially on the 4G network,the domestic manufacturers,like Huawei,has far exceeded the Ericsson in market share.The company's main business is dependent on the Ericsson man-hours procurement.With the Ericsson China domestic business shrinking,man-hours procurement price is falling.As Ericsson's biggest domestic third-party partner,YT is faced with shrinking project revenue,loss of Employee,single customer risk etc.YT's business is dependent on project delivery.And the PS core network project is very important to the company.The research of the PS core network project risk can reduce the management risk of YT.And the research may be helpful to the cost control and project delivery.The first part is introduction.On the basis of the research background and research significance,the article proposes the research process and method.The second part is the theory overview part,including the project risk management theory and existing research achievements in this field.The third part is the PS core network project analysis of YT,including the PS core network project background,the feature of the SGSN device,construction goals,construction phase,network topology,and organization structure.The forth part is the PS core network project risk planning and identification of YT,combined with PS core network project's own feature to collect the project data and set up the risk list.The fifth part is YT company PS core network project risk assessment.Combining with expert judgement,risk and probability matrix,the article will do the qualitative analysis.Base on the qualitative analysis,the article will use the Analytic Hierarchy Process(AHP)method to do the quantitative analysis.Then the article will get the risk level of the project.The sixth part is YT company PS core network project risk response and risk monitoring.Basis on the level of the risk,the article will develop risk response strategies and summarize the risk monitoring measures.The last part is the conclusion and suggestion including research result and shortage.Through the study of the project risk management,the article gets the three conclusions as followings.Firstly,on the basis of the risk sources and types,the article has recognized the PS core network project risk list.Secondly,based on the analysis of the probability and impact matrix,the article concluded that the cut over risk and integration risk in the integration cutover risk level is the strong risk which needs to focus on in the project implementation.Then the article uses analytic hierarchy process(AHP)to calculate the weight of the risk factors on the level B and C.Thirdly,the article formulates the PS core network project risk response and risk measures.Though the study of the PS core network project risk management,I hope to provide some references in the practice of project risk management for communication technology service providers.
