With the completion of the third reconstruction of China's telecommunications industry in 2008 and the issue of the 3G mobile network licenses, China Unicom got the WCDMA mobile network license. How to construct a high quality 3G network in short time is really a severe challenge for China Unicom. We take China Unicom Beijing Branch network construction projects as a carrier in this paper, and discuss how to conduct risk identification, assessment and response in the implementation process of the projects.First of all, based on presentation of the China Unicom Beijing Branch network construction projects, combined with the actual situation of this company, we construct a team consists of internal and external experts to identify risks by using the brainstorming method. By the analysis and classification of the risk factors, we gain the list of risks affecting the project.Then, by using the risks list, we adopt the AHP and Key Line method to assess the risks of the WCDMA network construction project in this paper. We determine the technical plan of the project and assess the schedule risk of the project.At last, based on the risk assessment result of the project, we illustrate the responses for the main risks with the common used risk-coping strategies in this paper.By way of practice, the project risk management process has great significance for the China Unicom Beijing Branch network construction. In addition, this WCDMA network construction project risk management research also has reference value for other large network construction project's risk management.
