With the 16th Asian Games to be held in Guangzhou in 2010, Asian Games Village and the burden of the reconstruction of city-owned venues also falls on the shoulder of the Guangzhou University City Construction Headquarter. Guangzhou University City Construction Headquarter, having gone through the baptism of the construction of Guangzhou University City and Baiyun International Conference Center, in order to go to the next level in the construction of the Asian Games Project, and better achieve the project management objectives, what is"faster and better to host the Asian Games economically", then better able to complete more and more and more complex tasks of government projects, it is necessary for the Guangzhou University City Construction Headquarter to do a full range of analysis of the internal and external project management environment, then sum up the group management experience of large construction projects, rationally adjust the organizational structure of the project management, re-engineering business processes, so that the Guangzhou University City Construction Headquarter can evolve to the Key Public Construction Project Management Office of Guangzhou.This paper analyzed the strategic evolutionary process of Key Public Construction Project Management Office of Guangzhou, combined with the theory analysis of the development of agent construction, the position of the project management office, the improvement of business process management system, project management maturity model, PMO maturity model and strategic evolution theory, then table a proposal for the organizational structure construction and the improvement of project management systems of the contractor for government construction projects, and the strategic direction of the project management office. This article also analyzd the key promotional factors and significant obstacles in the strategic evolutionary process of Key Public Construction Project Management Office of Guangzhou, and explored the important symbols at all stages of the strategic evolutionary process of Key Public Construction Project Management Office of Guangzhou, on this basis, we built up a strategic evolution model of Key Public Construction Project Management Office of Guangzhou, in order to provide theoretical and practical direction for the construction of Key Public Construction Project Management Office of Guangzhou.This paper aimed to the analyse and study the organizational structure evolution of the Guangzhou University City Construction Headquarter over the past years, and provide some useful suggestions about how the organizational structure to better adapt to the growing number of increasingly complex building tasks from government, and make certain solution for the construction of organizational structure and project management system.This paper choose the case of strategic evolution, that was the Guangzhou University City Construction Headquarter evoluted to Guangzhou Baiyun International Convention Center Construction Office, and then to Key Public Construction Project Management Office of Guangzhou, as a sample to study. By analyzing the strategic evolution of Key Public Construction Project Management Office of Guangzhou, the paper researched the organizations project management maturity how to resolve the strategic issues of the trade-offs of organizational structure, then offered construction contractors with government the solution that was preferably in the form of evolution from the construction headquarter to the project management office.
